Hi, I work in Florida and we are not allowed to add speech-language as a related service unless the child has been assessed first to see if they do or do not meet the eligibility criteria. Only if the child does not meet eligiblity criteria and they demonstrate a need can speech-language be added as a related service. It sounds like this situation needs to be addressed at school and district level in a proactive manner. If you are spread so thin, your services will not be effective for any of your students.
