Yuck. What a mess. If your administrator is not going to be assertive, then YOU have to be assertive. I had a similar situation with people signing me up to do testing and be the liaison when I was not at the meeting...and not telling me about it! I asked for help from the special ed office. They sent someone over to meet with me and my non-assertive principal and then we met with the entire special ed team. It put them in their place.
In terms of your caseload, it is too high...though probably not much you can do about it. Our preschool does not provide therapy on Wednesday afternoons. That is when they get their testing done and have meetings. Get creative. You can have larger groups if you run it like a "class" instead of a therapy session. Maybe you can even get an aide to help.
