I work in MN too. We need to make a team decision before deciding to add speech as a related service provider. This also needs to be based on data. In my district our direct if special ed makes it clear that if adding a service provider as it is stated in the MN rules. Look on page 33 of the document below:

I would suggest that you have another discussion with the administrator in your building. If you are in a school district then you must have a union and I would contact them and see if support can come from there too. Can you get support from any others in your setting? district? You may need to contact the staff that is adding you and let them know that there are legal issues and special ed laws that need to be followed. I'm interested in what happens. Good Luck!
