I'm in Minnesota and we don't have a cap, I wish we did! I can be put on as a related service with out being tested because it is not a primary or secondary disability. I am getting very frustrated right now! The teachers don't really seem to care that there is litteraly not enough time in the day to see all the kids on my case load. I have one teacher who wants me to pull all of her language kids from the room because it "gives her a break". Nice huh?
