A broad impact statement that could be used for a variety of students is "Student's communication skills may impact his ability to effectively communicate his thoughts and ideas to a variety of audiences for different purposes"
or "Student's communication may impact his ability to effectively communicate his thoughts and ideas in the classroom and be understood by teachers and peers".
As far as dismissal-we use progress data as our informal assessment. We write up a communication written report that simply states "Based on progress data, student has mastered all target goals therefore specially designed instruction in the area of communication is no longer needed...or the student is no longer eligible to receive specially designed instruction...
