After reading the article is says:
80 of the top athletes, each given an ownership share of the new enterprise.
So I guess if you are competing you are a part of the rodeo organization.
I have jokingly said I felt the sponsors controlled where the contestants competed. Then I read this:
Wrangler, for example, is the title sponsor for the National Finals Rodeo but has contracts with many top cowboys requiring them to compete at a minimum number of events.
Not all top cowboys support E.R.A. The veteran steer wrestler K. C. Jones offered his support for the P.R.C.A. in a declaration filed with the court.
“They are not seeking to improve the lives of cowboys competing on the circuit,” he wrote of those starting E.R.A. “They are attempting to take money away from them by creating a competing organization that will drive the money in the industry to certain anointed ‘stars’ (i.e., themselves), while reserving the right to participate in the P.R.C.A events with the biggest purses.

Yes the PBR guys can enter the PRCA rodeos, but have to go to the PBR events when they are scheduled. So no turning out at the PBR.
The PRCA in their new by laws do not apply to any single event competition, just rodeo organizations.
I thought it was just board members until I read that article and it stated that all the contestants in the ERA have an investment percentage of the organization.

KC Jones makes a good point. Maybe there will be many new guys competing at the NFR next year. If a contestant gets tired of traveling and competing, they could stay home.

Jim Bob, I agree. I don't have a dog in the fight, but this is what I see as an outside observer. I don't mean to offend anyone, especially the guys on here that have made a living rodeoing, but nobody is being forced to rodeo for a living. No one is "entitled" to reach a certain level then be guaranteed to make money. A fraction of college level football players go on to play in the NFL. Only a portion of those make the kind of money that they will not have to work after their career is over. I would LOVE to see each round of the NFR pay $100,000 to win and $ 1 mil to win the average, but the funds are not there. I have said it before that pro players do not get paid for how good/talented they are. They get paid according to the merchandise/tickets they sell (individually or as a team). With a large population of the U.S. that is completely ignorant of farming/ranching they just as soon that rodeo go away or at a minimum they do not care. It will never be football or baseball. I hate it, but that is just the way it is.

I want to prolong my career, when they keep talking about improving rodeo. I don't know that he meant it that way, but that is how I read it.
To say the least the PRCA needs to be revamped/torn down and rebuilt, but diluting things I do not think will help. It is supposed to be a member run organization. If I was making a living in the PRCA, I would be encouraging everyone to hang out on the steps of the headquarters and pressure the powers that be to make the changes that need to be made. Taking your toys and starting another sandbox (while still using the other parties toys) doesn't seem like the answer.

I might be wrong, but I don't ever remember anyone complaining about the money until it moved to Vegas. Since it moved to Vegas everybody got money hungry unlike the generations before them who made a living in rodeo by not living so high on the hog.
