Not nesesarily. the powder has a burn rate. after the pressure has reached it's maximum to propel the projectile out of the barrel the exess powder will burn outside the barrel.
Also, extra pressures will cause the ball to "skip" the rifling thus not imparting proper rotation to the sphere causing more drag.
400 years of experimentation with projectiles has determined our current standard of pressure vrs accuracy. There is an optimum for all..
Do a little search for the "Greenhill Formula" and you'll find more info.
