I wrote 'check your nipples' because I wasn't sure if the message would get through. Assuming that your hammer has not been damaged by dry firing and that you have a strong spring then the problem is the nipples. Don't know what sort of pepperbox you have but if it is the bar hammer type then I have found that the nipples need to be carefully made to get the caps to pop. I would suggest that you find someone with a lathe and turn up some nipples. The thread is (probably0 7/32 BSF. I have found that the end of the nipple needs to be fairly sharp in order for it to cut into the cap. If the end of the nipple is too flat then the blow is dissipated and the cap does not pop. I have turned up many nipples and have found this by experience. What I tend to do is to make the end of the nipple a bit sharp by countersinking with a centre drill. Hope this helps and would recommend the Taig miniature lathe for making nipples. It's frothy man.
