OK NOW, this is going to sound stupid and silly, but you are asking about New York.
Check your laws, the best that I can find out is that you can own a blackpowder pistol with out a permit. BUT, BUT if you own the materials to load it (balls, powder, & caps) then you must have a permit to own it.
Sounds silly? Check your laws.
