14" BP shotgun... Legal?????

Hi, I saw a Navy Arms 12g BP shot gun at a show this weekend, It had a 14" barrel, Does this fall under the same laws a regular shot gunn or is BP make it exempt. Also is this a decent gun?? It looked really cool. Any feedback would be appreciated.....
