Blk.pdr pistol laws?in NY?

Hi, Im intrested in purchising a revolver and was wondering about the gun laws concerning it.. Can I carry one in public/car? Do I need a permit or background check? And who knows of a really good buy, I cant afford more than around $250, and I like the Remington 1858 from what I read about it. Thanks a lot for the tip's!!
