I bought one of the Rossi youth models for my 11 year old and noticed the same limited load information. The youth model even goes further and states to only load one Pyridex pellet, even though it has the same barrel and breech plug with the only difference being the length.
I don't know why the manual states what it does but there is no reason that 100 grns of loose Pyrodex would be any less safe than two 50 grn pellets. FWIW, I used 80 grns of Pyrodex powder and the Hornady 240 XTP/sabot in my son's rifle with no problems.
