In a typical remote programming sequence, the programmer would call and let the phone ring X times and hang up, and then call again and after Y rings, the alarm would answer and be ready for programming or diagnostics. Get the alarm guy back and have him completely disconnect from your phone lines. Test the phone system again to be sure it's OK. If it is, allow him to re-connect, but be sure it's programmed right and working right. It's possible that your alarm box is designed to work on multiple lines, which can be good if a line goes out. Now for the bad news
There is a good chance that the alarm controller is answering, for remote programming, but it should not be happening after just three rings, and should not happen on two lines (if the circuitry really was moved from L1 to L3).
: If the TVS50 answers on all lines, the alarm company may never be able to remotely connect to your alarm -- unless they tell you in advance to temporarily disconnect the TVS.
