If they can't give you CF busy, they don't belong in the phone business! You can build your own hunt group with that feature by hunting from line 1-2, 2-3, 3-4 etc. The only problem is primitive switches may not allow 2-step forwarding in that 1 could not hunt through 2 to 3.
It would seem that as a CLEC (Competitive Local Exchange Carrier) they would still have to register with the State as a carrier and be subject to complaints.
