If it's a fact, RCN is run by a bunch of brain-dead idiots who deserve to be unemployed.
Threaten to complain to whatever state agency supervises RCN, and point out that other cable companies have no trouble providing the service.
If you can reach someone in marketing at RCN, point out that the company is seriously behind the times and is uncompetitive and losing business.
No phone system can fake hunting from the central office. If hunting is not available from the telco or cableco, the caller reaches a dead end and hears a busy signal. Only your service provider can send the caller to you over a different line than the one he or she dialed.
Ask your RCN sales rep to explain why RCN hires engineers who are stupider than the engineers who work at Cablevision, for example.
If the rep says that RCN engineers are just as smart as their counterparts at other cablecos, ask why RCN uses inferior equipment.
