I don't have too much experience with Venture 3 phones. Blockbuster Video used to use them for a while in the smaller stores, but they changed them out for Nortel CICS or Compact systems.
The first thing that comes to mind is a voltage problem. These phones probably need to see some voltage either close to 24 or 48 volts in all states. When it drops below one or both of those thresholds, it appears busy to the phone.
A DC volt reading across the line in idle and after a message waiting condition will determine what you have.
As far as ringing, a teen line is usually only the double ring of a prime line. Call Forwarding arrangements can be used on a standard exchange line to make it hunt when busy to a VoIP or second line. I don't know what you mean by "PP", but I'm guessing it's the local telco.
I think that your main problem is going to be voltage related. With that in mind, you may want to look at a different system. A Panasonic TA-824-PK system has a street price of $800 and it includes 3 sets...check Ablecomm's website for exact pricing. It needs a home run of 2 pairs to each phone and it's very forgiving, but not for 12 volt lines. If the ATA adapter is not sending you out at least 24 volts, it won't work. An 824 will let you program message waiting detection on your VoIP or CO lines if you have alternative voice mail. It's the only Pana system that will do that.
