Diving in late here, but I have an 824 (no VM system) in a home with a simple 2 CO line setup. I have 2 POTS lines, one for primary voice (CO1) and one for faxes (CO2) using DISA on CO2 to screen fax calls, which get routed directly to my fax machine. If a voice call comes in on CO2 (which it can as I have set CO1 to 'hunt on busy' from AT&T), the DISA will play a message and allow the voice call to be routed back to the system phones. This essentially gives me 2 voice lines for the rare time that a second voice call comes in while I am on CO1 (I personally do not like Call Waiting).
To answer your question, I have my fax machine extension set so that when it goes off-hook, it grabs CO2 and I do NOT need to dial 9 first. Under 2.3 PT Line Preference Outgoing, for the fax extension I have it set to CO2 only. Under 2.2 Feature settings, the Hot Line for SLT is set [box is checked] and I entered 82 so that once the fax extension goes off-hook it 'auto-dials' 82 to tell the 824 to grab CO2. I do have the 824 set up as if I have a standard SLT in parallel with my fax machine (I don't actually have any phone on the fax line), to get this setup to work. I also have Data Line Security set on the fax extension, as well as Busy Override Paging deny.
