If the system was not changed or programmed, then all extensions should be in COS 1 (601 or 5.1 in the MC) and you will have no restrictions.
Since you didn't mention it, I'm guessing the FWD/DND button isn't flashing when you press a line so forced account code entry sholdn't be a factor, but that gives you dial tone and goes to busy if you don't enter the right sequence.
Perhaps your system wasn't "new", just the docs.
Do yourself a favor and install the Maintenance Console.
