Your voicemail is attcahed to your phone system so if all 5 lines are busy then there is no way someone can get to your voicemail system spo you are correct you would need a line open. Now if you used a telco voicemail (like Verizonor Bell South ) then you could have all lines busy and the next call would rollover to voicemail (telco) becuase it does not use any of those 5 lines.
