Wow, good catch. Now, an 824 always selects lines from the top down, but you couldn't have missed that if you had been watching a multi-line set when you dialed "9" or checked the programming in 3.3. How many lines do you have? You can force the S/L set to get dial tone on line 1, and make it the only line it can get by removing outgoing access on all lines but CO1 in section 3.2, but I guess you forgot to mention that you installed the system with open lines and didn't disable them for some reason. That will cause you a problem on Speed dials and redials, too from the multiline sets.
