If you plug a display phone into the box, it would probably say CO Not Assigned. Now open up the maintenance console and do a ctrl F 400 and click on it, or go to 3.3. Ooh, the table at the top is 400 assigned CO's, which I assume 1 is assigned, but at the bottom (419) is Automatic access. I'll bet 1 is not checked.
You have to apply it before it will work.
