It is unusual for this "crosstalk" condition to be caused by the phone system.
It's more likely to be caused by external wiring, either in your place or within the phone company's facilities.
Temporarily disconenct the 308 from the phone lines and plug single line phones into the incoming lines and then see if you still have the problem.
If you do, complain to the phone company. If you don't, get the 308 fixed.
