If I understand you correctly, that's exactly what occurred to me when I woke up today. (It helps to sleep on these things.) I just went outside and disconnected line 1 in the box that brings the phone lines in from the phone company to test it. Line 1 is dead and you can't get an outside line by dialing 9, but the phone system, doorbell, and intercom works just as before.
I don't know if jack 11 will work with a regular phone when the power goes out, but I can just use a cell phone or worst case scenario, I can just plug a standard phone into the one of the other 2 lines in the box outside the house (where the lines come in directly from the phone company--before they go to the SKU).
