TAW848 Extension Programming

Trying to program a SLT for no CO Line dialing except for the exception of 911 calls. Tried using Denied Code, Level 3 with an exception code of level 3 for the 911. No outside calls can be made including 911. How do I program the SLT phone to allow the 911 call?
