It's theoretically possible, but we don't know of anyone who's done it, or how voicemail messages would be retrieved.
What would be the point of having an Auto Attendant with no phones?
What would you expect to happen if someone pressed 2 for Joe or 3 for tech support?
With no phone system, the calls wouldn't go anywhere, and you'd have some very pissed off callers.
