all calls go to fax after 2nd ring on kx-ta824

if you dont answer the phone by the second ring on any incoming line the pbx sends the calls to extension 3 which is the fax machine. I have specified ext 3 in the programing to be the fax and set the data security on that line to on. I cannot find anything online or in the books to help me. If anyone has any ideas please let me know !! Thank you.
