TD1232/TVS90

We are having an issue with a 1232 system and an older voicemail system.
12 used co lines
2 operators
Once a few co lines are being used and voicemail starts polling the operators, your asked every 10 seconds "If you would like to hold please press 1 or wait and leave a message. Customers are going crazy having to keep hitting 1 to hold on.
Is there anyway for them just to hold with having to hit anything?
