registering a kx-td7680

I de-registered my phone and now I need to re register. When I turn the phone on I can select the lanquage with f2 or hold f3 for registration. When I push and hold F3 the phone says "Executing" and after about 60 seconds I get four beeps but no registration. Am I missing a step or two. Thanks
