KXTD1232 call forward

If I have extension 101 forward to 102, if there is no answer at 102 it does not seem to go to voice mail (rings forever). I have 102 set to forward if no answer but that does not seem to do anything if the phone call was a result of a previous call forward. Works fine if it is the first in the chain. Anyway I can solve my problem?
