Forward to VM

I've discovered that setting a station to DND does not keep the system from trying call the extension. What I really need is a way for a user to forward all calls to VM with no delay. So, a caller dials the extension and gets sent straight to VM.
How do I do that?
Sorry if this is a dumb question. These manuals are driving me crazy!!!
