Bridging the CO Line(s) with a 0.1 mfd 200 volt ceramic capacitor at the demarc might help. If not, try bridging the analog lines closer to the phone(s). If you are so close to the stations transmitter that the phones themselves are picking up the RF Internally, You will either need a service tech to help.... or try different phones until you find one that is properly designed to reject radio waves.
Actually, what you will get from the FCC is an interference handbook telling you that the telephone is improperly operating as a radio receiver.
