824-Why does it seize the highest CO Line?

When I have a PT phone set to seize an idle line, (outgoing calls) why does it choose the highest number line (in my case, 3, since I have 3 CO lines)? I would rather have it default to CO1 when I go off hook in idle line preference. I couldn't find this setting anywhere.
