KX-TVA50 & KX-TA1232

I have a KX-TVA50 system with the 2 port upgrade (totaling 4 ports) connected to extension 7 and 8 on my KC-TA1232 using DPT. The VM Extension are set to 165, 166, 167, and 168. When 2 people are in their voicemail, if anyone else tries to access theres they get a busy on ext 165. Does anyone have any hints on why I am not able to use all 4 ports on the VPS? (Please take it easy on me...I am new at this.)
