848 call answer : handset picks up open CO not incoming call?

848 call answer: handset picks up open CO not incoming call?
I'm trying to get phones to answer an incoming call... currently picking up the handset defaults the phone to the highest active CO. This can't be the only way. I should be able to pickup an incoming call and choose my own sequence for CO pickup for outgoing calls... can anyone help?
