KX-TD1232 and KX-TVA200 no hold option

Have a 1232-5 and tva-200. I have a phantom number ringing on 4 extensions. When all of those extensions are busy it will not allow the caller the option to hold, it only allows them to call the operator. Any suggestions will be greatly appreciated. Thanks.
