Forward to outside line

We have a KX-TD1232C and I am trying to setup an exension to be forwared to a cell phone. I used the fwd/dnd 6 9xxxxxxx program and it doesn't work. It verifies that it is supposed to dial that number but on the extension it rings silently and never forwards it. Any ideas on if I am missing something or doing something wrong?
