Not because it was a bad idea (Austin saves the world while trying to reconcile with his father--even as Dr. Evil and his son manage to reconcile) or that there weren't some lovely touches (although, frankly, topping the opening sequence would take some doing). But it didn't hang together. You need a framework of a decent script--even a campy one--to hang all the comedy on. Otherwise the audience never really relaxes enough to enjoy the gags. When I think of all the neat little character bits that Number Two and Frau Farbissene had in the other flicks, and how Austin's previous leading ladies had some kind of character arc (okay we ain't talkin Shakespeare but they had somewhere to go in the story) I get really upset. There was a real opportunity for a pretty top-knotch spoof here. And they blew it. Oh, and Goldmember himself is well done but not really interesting--he's just a loon. MHO, for whatever that's worth.
I will frankly admit both earlier Austin Powers movies had their charms--mostly by spoofing a specific genre of motion picture. When in the mood, I enjoyed them quite a lot. If I wasn't--well, appreciation wasn't out of the question.
