Having my main career in the media(TV)I can tell you for certain that the overall mission priorities are first and foremost... if it bleeds it leads but, otherwise all of the commercial networks are deathly afraid of not being at the forefront of pop culture. Pop culture being, Oprahs god awful ugly 6 toed feet, what toilet paper Paris Hilton uses, Dick Cheney being kidnapped by aliens and brain scanned for his torture techniques, Madonnas continuing purchases of black children as fashion accessories and, last but not least, all of our politicians.
