When I was at Wilson there were incidents involving long hair. Perhaps, this made it easier by 75 with regard to hair policies.
If the kid is going to a military school or somehow signed up for short hair that would be one thing, otherwise leave him alone.
Today, there seems to be a great deal of tolerance with regard to hair styles in the work place. Someone who attended the same university (UVA) for graduate school now has longer than shoulder length hair at a super-major oil company (not mine). It seems to work.
I doubt that this trend of shaving one's head smooth like a cue ball would have been permitted when in school, at least in the early days, unless it was for something like lice.
I remember people measuring afro's with rulers for length.
I hope you don't have problems with "crazy assed white guys" in Texas.
