She was always proud to have risen through the ranks of civilian employees at the Norfolk Naval Base to supervise 50 people in the payroll office of the Naval Supply Depot during World War II. Fay’s brothers, George, Moses and Howard Reuben and her sisters, Lillian Juren and Celia Reuben, all predeceased her. She is survived by her three daughters, Linda Kent, Joan Halpern and Peggy Halpern Mitchel and four grandchildren, Melissa and Rochelle Kent, and Noah and Leah Mitchel. A graveside funeral will be held at 1 p.m. Thursday at King David Garden at Woodlawn Memorial Gardens, 6309 E. Virginia Beach Blvd., Norfolk. There is an entrance to King David Garden at Newtown Road and Center Drive. Donations in Fay Halpern’s memory may be made to Westminster-Canterbury on Chesapeake Bay Foundation, United Jewish Federation of Tidewater, or Temple Emanuel of Virginia Beach. No flowers please. Fay Reuben Halpern, 91, of the 3100 block of Shore Drive, died on Sept. 17, 2007. A native of Portsmouth, she was the fifth of six children born to Isaac and Bertha Reuben.
Her first husband, Milton Kruger, died in 1944. In 1947, Fay married Norris Halpern. During their 51-year marriage, Norris and Fay worked together side by side in Norris’ law office for almost 40 years. Under her husband’s supervision, Fay searched titles, ran real estate closings and even owned her own real estate title insurance company.
