The action at this time of year is spotty, but will become more consistent very soon. Whether to use a boat or fish from shore really depends on the body of water you are fishing. I fish Pineview in Utah, which is a rocky reservoir with great shoreline access, and some deeper water near shore. As a result, fishing from shore is fine, although a boat would probably always be an advantage. The spring panfish spawn is a great time to fish from shore because the panfish congregate nearshore, and the tiger musky will follow them there. At Pineview that means May and June. Pineview is in northern Utah, sits at an elevation of 5000ft., and contains perch and crappie for the musky to eat. Your spring peak in Colorado may or may not be the same depending on where you are at, and what prey species you have. As far as the bait issue goes, you will have to check the Colorado fishing regulations, both the general regs and the regs for the specific bodies of water you might fish.
