Perhaps notarizing a "buddy letter" is not necessary. But you state you won your claim with an attorney, what about the claim that goes the normal RO (Rating Officer) route, no attorney to argue the merits of the "buddy letter". To be honest I have written a notarized letter only to have it pointed out in a denial decision that I (through my letter) was not a recognized expert. That claim is now in the hands of an attorney and I'm sure they will have fun with that. I stated my experiences to the best of my recollection. LouB.
