President John Kennedy was assassinated on Nov 22, 1963. In the spring of 1964 and for many months after, the U.S. military would have been on a higher than normal level of alert. If a Soviet submarine was observed or otherwise detected or even just possibly detected off any of the U.S. coasts, many branches of the military would have scrambled planes and ships to the area. Even a suspicious looking Soviet fishing trawler operating off our coasts would would probably have sparked a similar response.
