Question about treeless sizing

Hello,
I have been looking for a treeless saddle and have come across a couple of different sizing descriptions. One says that it is only one size larger (a 16" would be a 15" western size) and one says that it is two sizes larger (a 17" would be a 15" western). Can anyone help me with this???
