The change won't apply to people who turn 12 or older before Sept. 1. Under the proposed legislation, personal watercraft users who are 14 and 15 either would have to share the craft with someone who is at least 18 or have completed an approved boating safety education course. The Personal Watercraft Industry Association supports the change, which now goes to the Senate for consideration. The association encourages a minimum age of 16 to operate a personal watercraft. "Personal watercraft are motor boats just like other larger motor boats and therefore they require an operator at the controls who is mature and has received boater safety education," Christian Gullott with the Personal Watercraft Industry Association said in a news release.

N.C. House Approves Raising Minimum Age to Drive Personal Watercraft
(04/12/05 -- RALEIGH) — A youth would have to be 14 years old --instead of the current 12 -- to operate a personal watercraft in a bill approved Tuesday by the state House.
