Virginia now offers a joint freshwater/saltwater license. A license is available online at the VADGIF web site, with Adobe Acrobat, a credit card, and a printer you can get your license in the comfort of your home. I bought mine on New Year's Day since I was going crappie fishing--not that I have ever seen anyone checked between September and April on Kerr.
