CSPA is getting ready to mount the campaign to defeat AB 1253, the striper deregulation bill, in committee. From our assessment, this is NOT a sure thing given the make up of the current committee.
We've been in contact with our connections at the assembly. According to our sources, the bill will not be heard in committee until April 14th at the earliest. The posted date of the 30th is in error.
That means CSPA has the time to:
1. Organize a fierce letter writing campaign (I should have that out by this weekend including sample letters, who to write, addresses, phone numbers and e-mail addresses.
2. Concentrate our efforts on who we believe to be swing votes in the committee. We will identify those people when the letter campaign document is circulated.
3. Arrange for some expert testimony as to the fact that the striper is not a significant predator of either delta smelt or chinook salmon. We have three experts we're in touch with. We will have to solicit funds to pay for their costs.
4. Arrange for our own (CSPA) and other organizations testimony, both written and oral. (Again, because this is an ongoing thing, we need to be funded to do this, otherwise we'd be on the dole since so much work time is lost.)
5. Encourage the general angling public to attend the committee meeting. We encourage those that belong to organizations such as CSPA and CSBA or other fishing groups to wear their hats, shirts, jackets.
6. Provide guidelines on the procedures for people addressing the committee. We want to PACK the committee room!
It is important that we kill this bill in committee. If it gets to the floor the effort becomes much more massive and costly. Because of the current make up of the Water, Parks and Wildlife Committee, this is NOT a slam dunk deal!
