Say for 10 years or at least until the reach historical levels (say 1940-50) as was done on the east coast. Why just a slot limit? If a slot limit wouldn't hurt the fishery then a ban would hurt even less. Then in ten years when there is a complete collapse of the POD due to water diversions and pollutions you can say you did your best to prevent the collapse even if you did not address the real cause.
