Detroit actually has a city smoking ban for most workplaces, but their ban exempts a few things besides casinos, as there is a Michigan state law specifically prohibiting cities and counties from passing smoking bans applying to restaurants and bars, but aren't prohibited from passing smoking bans for other types of places. So if you're talking about the fact that there are no comprehensive smoking bans in effect in Detroit metro area, you're correct on that aspect.
Also, Detroit isn't the only major metropolitan area where no comprehensive bans are in effect. In the San Antonio and Indianapolis metro areas, no total smoking bans are in effect at all, excluding a handful of Indianapolis suburbs that did pass total bans. There are many more cities where only partial bans, but not comprehensive ones are in effect, such as Mobile(AL) and Boise(ID). Just an example of what I mean there.
As for Saint Louis city and county, yes you are right that this doesn't cover the 3 surrounding Missouri-side counties, which are Jefferson, Franklin, and Saint Charles.
