Well, that's what anti groups always do when they make bogus statements about such laws(blame losses for any reason other than a smoking ban going into effect), even if it's OBVIOUS BEYOND BELIEF that a smoking ban caused that loss in business.
I do remember reading that before this ban was approved by County Executive Charles Dooley, that the reason it got a tie-breaking vote in favor on the regular council(from Councilmen Steve Stenger), was because the 25% or less food bar exemption was added to the ban b/c it was the only way he'd vote for this ban. Still though, I hated how Barbara Fraser(main author of this ban) hastily rushed this ban onto the ballot, since this proposal both imposes a smoking ban on businesses that didn't want such a law, and treats some businesses different from others.
It'll be interesting to see what occurs with both the Saint Louis city and county bans next, now that business groups and the main local organization that has fought smoking bans, Keep Saint Louis Free, are already looking at ways to challenge this law. Least they have a while to fight this, since the effective date of both the city and county ban(correct me if I'm wrong) isn't until January 2011.
